Innovation Norway startup grants, loans and innovation contracts
A phased path for Norwegian startups: a small grant for customer and market learning, a larger grant for technical and commercial clarification, then a startup loan for commercialisation. Innovation contracts fund development done together with a demanding pilot customer, which fits hardware well. All schemes take applications continuously.
Deadlines
Applications are taken continuously. There is no cut-off to plan around; decisions follow the agency's own handling time.
Innovation Norway confirms that despite the 2026 state budget cuts, a combined NOK 600 million remains available in 2026 across innovation contracts, the environmental technology scheme, the bioeconomy scheme and smart transport grants, and it is encouraging applicants not to hold back.

Who can apply
Open to companies in Norway. Companies registered as a Norwegian AS (or NUF) less than 5 years old for the startup grants and loan, not majority owned by an established business. Innovation contracts: mainly SMEs developing a new solution with a binding pilot customer that contributes at least 20% of total project costs.
Amount
Innovation Norway has removed the previous cap limiting established companies to a maximum grant rate of 25% under these innovation-tilskudd schemes (which include innovation contracts), so established companies are no longer capped at that ceiling.
