Horizon Europe Cluster 4 and Cluster 5 calls
The large collaborative EU research calls for manufacturing, materials, digital, space, batteries, energy and mobility technologies. Deadlines are fixed per call and topics are prescriptive, so a hardtech startup normally joins a consortium led by a larger company or research institute. Best used for TRL 4 to 7 work that needs several European partners.

Who can apply
Open EU-wide and to Horizon Europe associated countries. Consortia (normally at least 3 independent legal entities from 3 different EU member states or associated countries, including at least 1 EU member state) of companies, research organisations and universities. Norway and Iceland are associated to Horizon Europe, so Nordic companies from all 5 countries are eligible. Funding rate is 100% of eligible costs for research actions and 70% for companies in innovation actions.
Amount
Amounts are set per topic in the work programme, typically several EUR million of EU contribution per collaborative project. Call budgets in the 2026 Cluster 4 Industry calls: EUR 319 million (HORIZON-CL4-2026-01, 15 topics) and EUR 98 million (HORIZON-CL4-2026-02-two-stage, 3 topics).
